The Imperial Women, Stop Targeting Ohio's Poor, the People's Forum and other grassroots organizations protested against Cleveland Municipal Court Judge Kathleen Ann Keough on the steps of the Justice Center last year calling for her to cease her harassment of journalist and activist Kathy Wray Coleman. With a quorum the Imperial Women on Tuesday, Jan. 19, 2010 voted against the candidacy of Judge Keough for the Ohio Eighth District Court of Appeals seat left by the upcoming end-of-the-year retirement of the Honorable Christine McMonagle----------------We salute Judge McMonagle for her superior service to the Ohio Eighth District Court of Appeals, including her fair rulings that impact women and minorities. However, we strongly urge all Democrats of Cuyahoga County to follow our lead in rendering Judge Keough unfavorable amongst us for the appellate bench in Cuyahoga County.

What: Cuyahoga County Democratic Party's Endorsement Meeting

Why: The Imperial Women and members from various other grassroots factions such as the People's Forum and the Lucasville Uprising Freedom Network oppose any upcoming endorsement by the Cuyahoga County Democratic Party of Unfair Cleveland Municipal Court Judge Kathleen Ann Keough to the seat to be filled next year on the Ohio Eighth District Court of Appeals because of her alleged harassment of Blacks and women and alleged disregard of the law and the ethical provisions of the Ohio Judicial Code of Conduct and the Ohio Lawyer's Professional Code of Responsibility.

Judge Keough has harassed one of the founding members of the Imperial Women since 2008 by pushing a malicious prosecution brought by the City of Cleveland against Journalist and activist Kathy Wray Coleman, who is Black.

The harassment of Coleman followed 38 articles written and published in Cleveland's Call and Post Newspaper in 2008 and otherwise, including issues of alleged race discrimination in housing by the City of Shaker Heights. Judge Keough orchestrated a jury verdict against Coleman of resisting arrest on May 8, 2009 in violation of the Ohio Rules of Evidence and numerous statutory and constitutional requirements, and even though sole White male arresting peace officer Gerald Pace did not accuse her of it or testify at trial. Hence, Coleman was denied all kinds of constitutional guarantees including the constitutional right under the Confrontation Clause under the Sixth Amendment of the United States Constitution to confront her non-existent accuser. Judge Keough actually got up in the middle of trial to act as a prosecutor, urged and allowed a juror to illegally ask unwritten questions for the prosecution in the middle of trial and met in closed meetings with Coleman's then paid counsel, Carole A. Lohr, who came out arguing for the prosecution and would not object to illegalities that brought the conviction, though Coleman now has paid attorney Wayne Kerek to represent her in the case.

Judge Keough also violated R.C. 2701.031 and the Ohio Judicial Code of Conduct by issuing rulings impacting Coleman's substantial rights while an affidavit of prejudice was pending against her and then refusing to recuse herself from the case. She then secured Cleveland Law Director Robert Triozzi to represent her in non monetary suits filed by Kerek seeking her compliance with the law. She also still refuses to recuse herself in spite of a conflict where Triozzi is now her attorney and he brought the bogus criminal charge of resisting arrest on behalf of the City of Cleveland. He can now direct her on how to handle Coleman, revealing that Blacks are at risk as to illegal prosecutions by the City of Cleveland and some seemingly corrupt judges of the Cleveland Municipal Court. Moreover, Keough is also posing as a therapist and illegally diagnosing Black people that come before her as defendants, sometimes falsifying her illegal diagnoses to harass them in an attempt to silence free speech.


After the arrest in August of 2008 Coleman was stripped and held naked, supervised by a male employee, threatened over Call and Post articles, and released four days later without charges, with the help of Call and Post officials. Thereafter, Keough was selected to try and seal the deal, where she then pursued Coleman with a vengeance.

Instead of holding a hearing to dismiss this illegal verdict Keough is allegedly harassing Coleman at her home, issuing illegal warrants to have her arrested, which could cause conflict with police on the part of those other than Coleman, and continually violating not only the law, but the Ohio Judicial Code of Conduct and the Ohio Lawyer's Professional Code of Responsibility.

Judge Keough has not earned the honor, we believe, of serving on the distinguished Ohio Eighth District Court of Appeals where public policy or, for lack of a better term, laws are made. She simply does not have the temperament and certainly she lacks the commitment to fairness and the proper administration of the law. We believe that her candidacy is not good for women's issues, for the Black community or for the larger community in general. Vote no in the upcoming endorsement meeting of the Cuyahoga County Democratic Party and any subsequent primary or general election where this judge is on the ballot either as a candidate for the appellate court this year or for her reelection to the bench next year in the City of Cleveland, which is majority Black and majority female.
