CLEVELANDURBANNEWS.COM-CLEVELAND, Ohio- Frank Q. Jackson, the 22-year-old grandson of Cleveland Mayor Frank Jackson who was indicted Wednesday on felony charges of felonious assault, abduction and two counts of failure to comply with police relative to a June 10 incident in which the younger Jackson is accused of strangling and beating an 18-year old Black woman with a metal truck hitch, pleaded not guilty at his video arraignment Monday morning from the Cuyahoga County Jail, arraignment judge Ashley Kilbane setting his bond at $25,000.

The judge also ordered him to wear a GPS ankle monitor if released on 10 percent of the bond, and to have no contact with witnesses or the alleged victim.

While the younger Jackson carries the mayor's last name, he is the biological grandson of the mayor's longtime wife, Edwina Jackson, and the mayor's step grandson.

His case was assigned at random to the docket of Common Pleas Judge John P. O'Donnell with a first pretrial set for Sept. 16, O'Donnell an unofficial Democratic candidate for the Ohio Supreme Court in 2020 and the judge who, in 2015, acquitted since fired Cleveland cop Michael Brelo of two counts of manslaughter for gunning down unarmed Blacks Malissa Williams and Timothy Russell with 49 bullets in 2012.

At press time the younger Jackson had not yet posted bond and remains in the infamous county jail where nine inmates have recently died and U.S. marshals last year issued findings of unconstitutional and inhumane treatment of inmates.

Since the the nine deaths became public, all of them occurring in roughly under a year, nearly a dozen county affiliates have been indicted, including some six jail guards, the former jail director, and former jail warden Eric Ivey, who took a misdemeanor plea deal in his felony case and agreed to snitch on others, Ivey set to be sentenced on Sept 30 before Common Pleas Judge Nancy Fuerst.

Fuerst is under fire by community activists for denying Blacks speedy trial rights in cases involving White cops, refusing to journalize trial dates in writing and then issuing illegal arrest warrants against Blacks who fail to appear for trial, and illegally jailing Black activists falsely accused of assaulting KKK-type White police officers who have harassed them.

She is simply corrupt, and likely racist, activists say, and public records show.

County Executive Armond Budish, who supervises the sheriff, who is appointed under the current form of county governance, is also under investigation, the FBI pursuing raids on his downtown headquarters office twice this year.

U.S. marshals arrested the younger Jackson at the home of the mayor's mother on the 2100 block of East 38th St. Thursday night because the media were camping out all night Wednesday in front of the mayor's home, which is blocks away and also in the Central Neighborhood of Cleveland, one of the poorest communities in the country and where Frank Jackson grew-up and later represented as councilman of Ward 5 before becoming mayor


The mayor had allegedly arranged for his grandson to surrender at his home, authorities said, while sources said U.S. marshals acted hurriedly for fear the younger Jackson would make a run for it in an effort to escape arrest.


The incident was initially investigated by Cuyahoga Metropolitan Housing Authority police who referred it to city prosecutors, who declined to prosecute in spite of witnesses and the alleged victim's statement, and for political reasons, said sources.

Chief City Prosecutor Karrie Howard, who is Black and ran unsuccessfully for a common pleas judge seat in 2018, blamed the mishap in seeking charges on CMHA police.

County Prosecutor Mike O'Malley a Democrat like Jackson and Jackson's ally, refused to initially seek charges by indictment, O'Malley later bowing to public pressure and saying the case was never referred to his office, even though he does not need a referral to pursue indictments and often times does so independently, particularly against Black people

O'Malley's protection of the mayor's grandson and his failure to seek an indictment absent public pressure is an indication that his office picks and chooses which Blacks to get indicted or to not get indicted, said sources, and regardless of the merits of a criminal case, other Blacks indicted in droves, and sometimes in a malicious fashion, public records reveal.

Community activists are questioning the delay in criminal charges or an indictment as motivated by elitism, racial bias and gender discrimination because the alleged victim of the alleged assault by Frank Q. Jackson is Black, female, and poor.


A former Cleveland City Council president, Jackson, 72, is the city's third Black mayor who is serving a historic fourth term in office.
