By Kathy Wray Coleman, associate publisher, editor-in-chief WASHINGTON, D.C.- The U.S. Centers for Disease Control and Prevention on Tuesday issued a cease-and-stop on certain residential evictions, saying that evicting people could heighten the pandemic surge and would be a public health crisis.  The new moratorium comes on the heels of the expiration at midnight on Saturday of the federal moratorium extension and the failure by Congress to adopt legislation to extend the measure.
