Cleveland Black contractors rally in April shortly before Cleveland City Council seals funding for the Q- Deal with its contribution of $88 million toward a $282 million project to renovate the Quicken Loans Arena in Cleveland, Ohio that houses the Cleveland Cavaliers NBA basketball team.
